Vermont Air-to-Water Heat Pump Rebates
Vermont has two separate air-to-water heat pump rebate paths: Efficiency Vermont for most eligible utility territories and Burlington Electric Department for active BED customers.

Program-rated capacity can differ from the product name
The commercial APOLLO names describe nominal product sizes, but the reviewed Efficiency Vermont records show program capacities of 2.00, 4.00 and 5.54 tons for the three listed standard models. Those program values are used for the estimates above. Always confirm the current record before purchase.
Choose the correct Vermont program path
The property utility determines the path. Burlington Electric and Efficiency Vermont air-to-water rebates cannot be combined.
Efficiency Vermont
$1,000 per qualified ton, up to six tons
Available for qualifying new equipment installed in Vermont by an Efficiency Excellence Network contractor in the air-to-water group.
Eligible Vermont households may receive a $500 income bonus. Rental property owners are not currently eligible for that bonus.
Burlington Electric Department
$2,000 per ton, up to $12,000
A separate path for active Burlington Electric residential and small-business customers in existing buildings.
An additional $400 enhanced rebate may be available to income-qualifying customers; total rebates are limited to 75% of installed cost.
Programs cannot be combined
Choose the applicable program path
Burlington Electric customers use the BED program. The BED air-to-water rebate cannot be combined with the Efficiency Vermont air-to-water rebate.
BED also requires equipment purchased through local participating qualified professionals or HVAC distributors; customer-sourced equipment is not eligible.
Eligibility checklist
- The equipment will be installed at an eligible Vermont property, or at an active Burlington Electric account for the BED path.
- The exact new model is on the applicable qualified-products list at the time of purchase.
- An eligible participating contractor is selected before equipment is ordered or installed.
- The building has a compatible water-based distribution system and the full hydronic design has been reviewed.
- For Burlington, equipment will be sourced through a local participating qualified professional or HVAC distributor.
- Income documentation is ready if applying for the $500 Efficiency Vermont bonus or $400 BED enhancement.
How to apply
Identify your electric utility
Confirm whether the installation address is served by Burlington Electric or another Vermont utility before comparing amounts.
Hire the required participating professional
Use an Efficiency Excellence Network air-to-water contractor, or the local participating professional and distributor path required by BED.
Verify the complete model number
Match the proposed equipment to the current qualified-products record and use its program capacity for the estimate.
Install and retain documentation
Keep the paid invoice, model number, contractor information and any income-qualification documents.
Submit through the applicable program
Follow the current program application instructions and deadline; BED currently requires submission within 90 days of installation.
Confirm the exact qualified model and sourcing path
A similar product name or commercial tonnage is not enough. Confirm the complete model on the current qualified-products list. Burlington Electric also excludes customer-sourced equipment and requires local participating qualified professionals or HVAC distributors.
